Standard packs have a documented Heirloom Shard drop rate of approximately 0.045% .

If you already own items from the original event, the "repack" still requires you to buy 24 packs. Owned items are replaced with "Question Mark" slots that draw from a pool of other Epic and Legendary items. Apex Repacks
