Picking up after the first film, the Turtles are forced to live with April O'Neil after their sewer lair was discovered. While searching for a new home, they discover that the villainous survived their previous encounter and is rebuilding the Foot Clan. He kidnaps Professor Jordan Perry from Techno Global Research Industries (TGRI) to steal the radioactive "ooze" that originally mutated the Turtles.
